Problem Note 66097: Users might still be able to create a new program even if you disable the SAS® Enterprise Guide® "Create or Modify SAS Program" capability

The Enterprise Guide: Programming role in SAS® Management Console contains a capability called Create or Modify SAS Program that controls whether users can add and use a new SAS program in SAS Enterprise Guide. In SAS® Enterprise Guide® 8.2, even if you have disabled this capability, users are still able to create and use SAS programs by clicking the New Program button on the "Let's get to work” initial page or by using the shortcut combination Ctrl + N:
This is fixed in SAS Enterprise Guide 8.3.
